Sports betting operates legally in Togo under the umbrella of games of chance regulated by the state. The Togolese National Lottery (LONATO) holds a monopoly over all wagering activities, including sports betting, and ensures operators obtain official authorization before offering services to the public (1).
While physical sports betting outlets are widely available across major cities, there is currently no specific legislation governing interactive or online sportsbooks. As a result, offshore betting platforms remain accessible to residents without violating local gaming laws (1).
"In contrast to many other countries, Togo doesn't boast a fully-regulated gambling industry, which, by the way, is a pretty significant source of the Government’s revenues. Virtually all forms of wagering, from different casino games to sports betting, are legal and subject to taxation but the legislative base is scarce, leaving a great many things undefined and uncovered."
The legal framework for sports betting traces back to Law No. 61-31 of August 26, 1961, as modified by Ordinance No. 13 of July 13, 1970, which defines games of chance and grants oversight to LONATO. Recent finance laws also impose tax withholdings on parlay earnings to bolster state revenues (2).
