Sports betting in Swaziland is permitted under national law, provided operators obtain the proper licences and comply with regulatory requirements set out by the government (1).
The legal framework for betting activities is established by the Licensing of Bookmakers and Taxation Act of 1970, which defines “betting” and governs the licensing of bookmakers across the country (2).
"‘Bet’ or ‘betting’ means the staking of any money or valuable thing … on any event or contingency of or relating to any race, fight, game, sport or exercise, or on any event or contingency whatsoever."
Oversight of all gaming and betting operations falls to the Gaming Board Secretariat within the Ministry of Tourism and Environmental Affairs, which processes applications, sets licence conditions, and enforces compliance (1).
Participants must be at least 18 years old, and unlicensed operators face penalties including fines or imprisonment under both the Casino Act of 1963 and the Bookmakers Act of 1970 (2).
