Sports betting in Serbia is regulated by the Law on Games of Chance, which grants the Republic of Serbia exclusive rights to organise all forms of gambling, including sports betting. Licences for special games of chance—such as sports wagering—are issued by the Government or the Administration in line with this law (1).
Under the Law on Games of Chance, the right to organise special games involving betting is granted by way of approval or licence. Operators must obtain a licence for casino and sportsbook activities, and electronic sports betting platforms require specific approval from the Games of Chance Administration (1).
"The right to organise games of chance through means of electronic communication is granted by the Administration in accordance with this law. Only the National Lottery of Serbia has the right to organise classic games of chance through means of electronic communication and without needing the special approval."
Supervision of licensed sports betting operators is carried out by the Games of Chance Administration within the Ministry of Finance. This body enforces compliance with anti-money laundering rules, assesses prize funds, and conducts regular inspections to ensure operators adhere to statutory requirements (2).
All participants must be at least 18 years old, and offering sports betting services without a valid licence is illegal.
