Sports betting in Senegal is a regulated activity, governed primarily by Law n° 1975/59 of June 2, 1975, which amended Law n° 66-58 of June 30, 1966, on the organization and regulation of games of chance. Only establishments and operators holding a valid government license may offer sports betting services on national territory (1).
While retail sports betting outlets must obtain prior authorization, online sports betting is subject to the general provisions of the Consumer Protection Act in Electronic Commerce and specific financial regulations. All betting operators, whether land-based or digital, fall under the supervision of the Ministry of Economy and Finance, which issues licenses and oversees compliance with tax obligations (2).
"Les casinos ainsi que les groupements, les cercles et les sociétés organisant des jeux d'argent et de hasard, des paris ou des pronostics sont soumis à l'agrément préalable de l'autorité compétente et doivent s'acquitter des taxes prévues." (2)
Applicants for a sports betting license must submit a detailed business plan, demonstrate financial capacity, and undergo background checks on key personnel. Licensed operators are authorized to run retail betting shops and offer online platforms, provided they comply with anti-money laundering rules and remit the statutory levies.
Minors under 18 are strictly prohibited from engaging in any form of gambling, and unlicensed operations expose organizers to criminal sanctions. Although Senegal’s regulatory framework is comprehensive for land-based betting, further legislative updates are anticipated to clarify online sports betting requirements and strengthen consumer protections.
