Sports betting in Rwanda is fully legal and regulated under the Law Governing Gaming Activities (Law No. 58/2011 of 31/12/2011). Since its enactment, the law has defined sports betting (“Sport books”) as a distinct category of gaming, mandating that all operators obtain proper licensure before conducting any betting activities (1).
The Ministry of Trade and Industry serves as the primary regulatory authority, overseeing licensing, compliance, and enforcement across all gaming sectors, including sports betting. Operators must adhere to strict standards for premises, equipment, and reporting, ensuring transparency and fair play in accordance with national law (1).
"Any person who wishes to promote or conduct Sport Books operations shall apply for a licence in accordance with the provisions of this Law. A Sport Book facility, with the exception of casino table games, may include outlets for selling lottery tickets and gaming machines."
Applicants initiate and manage their sports betting licences through the official IremboGov portal, submitting business plans, identification, and the required application forms. Annual licence fees, currently set at 1,200,000 RWF, must also be paid online to maintain active status and compliance (2).
