Sports betting in Poland is governed by the Act of 19 November 2009 on Gambling Law, which establishes the requirements for organising and operating betting activities, including licensing, taxation, and anti-money laundering measures (1). The Ministry of Finance is responsible for issuing permits and overseeing compliance with the law (2).
Only companies registered in Poland or other EU/EFTA countries may obtain a permit to offer sports betting, whether in retail outlets or online. Licensed operators must adhere to strict regulations on consumer protection, responsible gambling, and financial reporting. Unauthorized betting services are subject to fines, criminal penalties, and domain blocking by the National Revenue Administration (1).
"Polish Gambling Act of 2009 sets the terms of organising and the principles of operating gambling games and the rules of taxation on gambling games. Games of chance shall be (also when organised online) games which offer cash or goods winnings, whose result depends primarily on chance."
Enforcement mechanisms include a public registry of unauthorized gambling domains, which internet service providers must block within 48 hours of listing. The National Revenue Administration regularly audits licensed operators to ensure compliance. Sports bettors are advised to verify an operator’s permit status via the Ministry of Finance’s official registry to avoid illegal services.
