Sports betting in Oman is strictly prohibited under the country’s legal framework. The Omani Cyber Crime Law, issued by Royal Decree No. 12/2011, explicitly criminalizes the use of information technology tools or networks for gambling purposes, imposing penalties that include imprisonment and fines (1).
The broader Omani Penal Code reinforces this ban, aligning with Islamic (Sharia) principles that underlie the nation’s legislation. There is no licensing framework or regulatory authority for any form of betting, whether land-based or online, and authorities actively block access to unlicensed gambling sites (2).
"Oman’s Penal Code, article 221, explicitly includes gambling among crimes punishable by law, reflecting the country’s adherence to Islamic legal principles that categorically prohibit games of chance and unlicensed betting activities across all platforms within the Sultanate." (2)
Enforcement is carried out by multiple agencies, including the Royal Oman Police and the Telecommunications Regulatory Authority, which monitor and prosecute violations of the Cyber Crime Law. Convictions can result in up to three years’ imprisonment and fines of up to OMR 3,000 for those found guilty of engaging in or facilitating betting operations (1).
