Sports betting in Mozambique is regulated under the general framework for games of chance established by Law No. 8/94 of February 10, 2010, which applies to all “jogos de fortuna ou azar” (games of chance) in the Republic (1). The law mandates that any operator wishing to offer sports betting must obtain a state concession under a formal administrative contract.
Concessions are granted exclusively by the Government following public tender or direct award in cases of strategic interest, and only within zones and venues specifically authorized for such activities (1). Unauthorized platforms or operators are subject to administrative sanctions and potential criminal liabilities.
"A exploração de jogos de fortuna ou azar pelas sociedades concessionárias é sempre condicionada à prévia concessão, outorgada pelo Estado, nos termos da presente Lei, e a prática destes jogos só é permitida nas áreas de concessão e recintos autorizados nos termos dos artigos 7 e 38 da presente Lei." (1)
The Inspecção-Geral de Jogos (IGJ), established by Ministerial Diploma No. 106/2023 of August 9, 2023, assists the Ministry of Economy and Finance in licensing, inspecting, and supervising all gambling activities, including sports betting (2). The IGJ has the authority to audit operators, enforce compliance, and recommend sanctioning measures for irregularities.
