Sports betting in Morocco is legally permitted under a state-regulated framework. While there is no standalone gambling law, ministerial decrees grant exclusive rights to designated operators. These bodies manage pari-mutuel and fixed-odds wagering, ensuring compliance with public order and Islamic values governing the Kingdom’s legal system (1).
The Moroccan model relies on three national operators, each holding exclusive concessions for different forms of gaming. SOREC oversees horse-race betting, Marocaine des Jeux administers sports bets, and Loterie Nationale manages lotteries. All operators must adhere to oversight by the Ministry of Finance and Interior, which sets age limits and advertising rules (1).
"There is no specific legislation to regulate gambling in Morocco and no national regulator. However, three national operators have been granted exclusivity by Ministerial Decree to offer various games and bets: SOREC for horserace betting, Marocaine des Jeux for sports betting, and Loterie Nationale for lotteries."
On the international front, Morocco has ratified the Council of Europe’s Macolin Convention to combat match-fixing and illegal wagering activities. This treaty, effective since September 1, 2019, obliges Morocco to implement measures preventing corruption in sports competitions and to cooperate in cross-border enforcement (2).
