Sports betting in Mauritius is governed by the Gambling Regulatory Authority Act 2007, which consolidated all gambling activities under a single regulator. The Act established the Gambling Regulatory Authority to license and monitor wagering, including horse racing, football betting, and sweepstakes (1).
Under this framework, bookmakers must obtain a licence to operate fixed-odds betting, whether on local races or sports events held abroad. Totalisator operators also require separate licences for pool betting on local and foreign races, with strict rules on odds, deposits, and record-keeping enforced by the Authority (2).
"Betting on foreign football matches was legalised in Mauritius with the enactment of the Gambling Regulatory Authority Act in 2007. In June 2008, the Gambling Regulatory Authority issued its first licence for conducting fixed odds betting on Football matches taking place outside Mauritius."
Today, licensed sports betting in Mauritius is limited to offerings approved by the Gambling Regulatory Authority, with only a handful of operators legally authorised to accept bets through outlets or remote communication. Punters can engage in football and horse-race betting under regulated conditions, ensuring consumer protection and integrity in wagering.
