Sports betting is fully legal in Malta, operating under the Gaming Act (Chapter 583 of the Laws of Malta), which was overhauled in 2018 to modernize the regulatory framework. The Malta Gaming Authority (MGA) serves as the sole regulator, ensuring all licensed operators adhere to strict standards for fairness, transparency, and player protection (1).
Any entity—whether Maltese or from the EU/EEA—must obtain a Business-to-Consumer (B2C) Gaming Service Licence before offering sports betting services to players in Malta. This licence requirement applies regardless of whether services are delivered online or through land-based venues (2).
"A B2C Gaming Service Licence is required whenever a Maltese or EU/EEA entity wishes to offer a gaming service from Malta, to a Maltese person or through a Maltese legal entity. The following shall constitute a gaming service:" (2)
Under the Gaming Act, the MGA also enforces comprehensive compliance measures, including anti-money laundering protocols, responsible gaming safeguards, and ongoing monitoring to uphold sports integrity and prevent fraud (1).
Furthermore, licensees are mandated to segregate player funds in secure accounts, implement clear dispute resolution procedures, and provide self-exclusion options, all of which reinforce Malta’s reputation as a safe and well-regulated hub for sports betting (1).
