Furthermore, the Loterie Nationale holds the exclusive right to organize all forms of lotteries and sports betting in Luxembourg. This state monopoly ensures that only this national institution may offer such services under commercial methods (2).
"L'exploitation de paris relatifs aux épreuves sportives au Luxembourg est soumise à autorisation préalable du ministre de la Justice. Est considéré comme exploitation de paris relatifs aux épreuves sportives le fait d'accepter soit directement, soit par intermédiaire, des paris ou enjeux concernant les concours de pronostics relatifs aux épreuves sportives."
As a result, private operators—whether domestic or foreign—cannot legally obtain a license to offer sports betting within Luxembourg’s territory. Any unauthorized sports betting activity is considered illegal and may incur administrative or criminal sanctions.
