Sports betting in Latvia is fully legal and regulated under the national “Azartspēļu un izložu likums” (Law On Gambling and Lotteries). This legislation defines what constitutes a gambling activity and establishes the Lotteries and Gambling Supervisory Inspection as the licensing authority. Only operators licensed under this law may offer wagering services, and unlicensed betting activities are strictly prohibited (2).
The Latvian Ministry of Finance issues policy guidelines for both land-based and interactive gambling through its subordinate Lotteries and Gambling Supervisory Inspection. To obtain a sportsbook licence, operators must be registered as a capital company in Latvia with a minimum share capital of €1,400,000 and adhere to responsible gaming measures as detailed in Cabinet Regulation No. 715 (1).
"In terms of gambling, Latvia permits gaming machine games, roulette, card games, dice games, wagers, betting, bingo, and games of chance via telephone. These activities can take place in casinos, gambling halls, bingo halls, and premises of betting or wagering shops." (1)
Interactive sports betting is also allowed online, provided that the operator holds an interactive gambling licence and implements secure, certified systems for randomization and player protection. All interactive operators must register their gaming systems and undergo periodic audits to ensure compliance with Latvian law (1).
