Gambling in Hong Kong is strictly regulated under the Gambling Ordinance (Cap. 148). All forms of wagering are illegal unless expressly authorised by the Government. This policy aims to limit social harms and prevent illegal operators from exploiting public demand for betting (1).
The Hong Kong Jockey Club (HKJC) holds the sole licence for authorised horse race and football betting, as well as the Mark Six Lottery, under the Betting Duty Ordinance (Cap. 108). No other commercial sports betting operators are permitted to operate in the territory (2).
"The Hong Kong Jockey Club is authorised by the HKSAR Government to provide wagering, via its subsidiaries, on horse racing and football and to operate the Mark Six lottery. This ensures that regulated channels are available to meet public demand for wagering and lottery services, thereby helping the HKSAR Government to combat illegal gambling."
Engaging in unauthorised betting activities is a criminal offence under the Gambling Ordinance and Betting Duty Ordinance. Offenders face penalties of up to HK$5 million in fines and up to seven years’ imprisonment if convicted of offering or placing bets outside the authorised channels (1).
