Sports betting in Gabon is legal and regulated under national law. In August 2020, the government enacted Ordonnance n°0012/PR/2020, ratified by Law n°24/2020, to establish a comprehensive framework for all games of chance, including sports bets (1).
The legislation classifies sports betting alongside other games of chance, requiring operators to obtain licences and adhere to strict controls on operations, anti-addiction measures, and age verification. Sports bets are specifically permitted “en salles ou en kiosques,” ensuring oversight of both venue-based and kiosk-based betting (1).
"Conformément à l’Ordonnance n°0012/PR/2020, les opérateurs de paris sportifs doivent obtenir une licence préalable délivrée par le Ministère des Finances, garantir la protection des joueurs, notamment l’exigence d’une vérification d’âge, et respecter les mesures de lutte contre l’addiction." (1)
According to international comparative data, Gabon’s approach aligns with regional norms: gambling of all types is legal and regulated under budgetary law, with a minimum participation age of 18 (2). This ensures both state revenue and player protection are maintained.
