Since the introduction of Law No. 2010-476 on May 12, 2010, sports betting has been legal in France under strict regulation. Only operators granted a license by the French National Gaming Authority are permitted to offer sports betting services within the country (1).
The Autorité Nationale des Jeux (ANJ) serves as the independent regulator overseeing all licensed gambling and betting games, including online, retail, and racetrack sportsbooks. It ensures that operators comply with technical, financial, and responsible-gaming requirements before granting or renewing licenses (1).
“In accordance with law No 2010-476 of 12 May 2010 on the opening-up to competition and regulation of the online gambling sector, an operator must have been delivered a license by the French Gambling Authority (ANJ) to deliver a online sport, horse-race or poker gambling and betting service in France.”
Under Article L 322-13 of the French Code of the Interior, a pari sportif (sports bet) is defined as any wager involving a monetary stake whose payout depends on the outcome of a sporting event. Such bets are prohibited unless offered by a licensee approved by the ANJ, with violations punishable by fines and license suspension (2).
