Sports betting in Egypt operates under strict regulations influenced by both secular statutes and Islamic principles. The Egyptian Penal Code and Civil Code broadly prohibit gambling activities, categorizing them as void contracts and punishable offenses for participants and operators alike (1).
Under Egyptian Civil Law No. 131 of 1948, Articles 739 and 740 explicitly state that “any agreement relating to gambling or betting is void” and allow bettors to reclaim losses within three years, with exemptions only for bets between participants in sporting events and state-authorized lotteries (2).
"Any agreement relating to gambling or betting is void. Anyone who loses in gambling or betting may, notwithstanding any agreement to the contrary, reclaim what he has paid within three years from the time he paid what he has lost."
Despite the general prohibition, the government permits limited state-controlled sports betting through the National Lottery and the Egyptian Sports Betting Authority. All other forms of wagering, including offshore and online platforms, remain illegal and subject to enforcement actions (1).
