Only two forms of state-controlled lotteries are permitted: the Welfare Lottery and the Sports Lottery, established in 1987 and 1994 respectively, though the government does not officially classify these as gambling (2). All other betting activities, including private sports betting operations and international online platforms, face severe criminal penalties including imprisonment and substantial fines.
"Whoever, for the purpose of reaping profits, assembles a crowd to engage in gambling, opens a gambling house or makes an occupation of gambling is to be sentenced to not more than three years of fixed-term imprisonment, criminal detention or control, in addition to a fine."
Recent judicial interpretations have further strengthened enforcement mechanisms, with particular emphasis on combating online gambling and cross-border betting operations. The authorities actively block access to international sports betting websites and pursue criminal charges against individuals who operate or facilitate gambling services targeting Chinese citizens. Chinese nationals caught organizing overseas gambling trips or operating proxy betting services face enhanced penalties, with recent legislative amendments proposing prison terms of up to 10 years for serious violations involving substantial monetary amounts.
