The law stipulates that operators must obtain federal licenses, adhere to strict transparency measures, and contribute to social funds through taxation. It also mandates consumer protection and responsible gambling practices to safeguard bettors (1).

In July 2024, the Ministry of Finance’s Secretariat of Prizes and Bets published Portaria nº 1.207, establishing that online games must utilize certified random number generators, present payout tables before bets, and operate under a fixed-odds model requiring prior technical certification (2).
When fully implemented on January 1, 2025, these regulations will require operators to secure federal licenses, pay licensing fees, and submit to regular audits. The regulated framework aims to generate tax revenue, ensure transparency, and protect consumers in Brazil’s emerging sports betting market.
