Sports betting in Benin is governed by Law N° 2002-28 of March 29, 2004, which generally prohibits games of chance but authorizes an industrial and commercial public institution—namely the Loterie Nationale du Bénin—to operate all forms of gambling, including sports betting, under a decree of the Council of Ministers (1).
In July 2023, the government created the Cellule de Supervision du Secteur des Jeux (CSJ) via Decree N° 2023-358 to modernize and regulate the gambling sector. The reform introduced a five-year license term, a uniform 25 % levy on net gaming revenues, enhanced AML requirements, and strengthened player-protection measures (2).

All private operators wishing to offer sports betting must obtain a specific decree from the Council of Ministers and comply with CSJ oversight regarding technical standards, AML controls, and responsible-gaming protocols as set out in Law N° 2002-28 (1) and Decree N° 2023-358 (2).
