Sports betting in Belgium is governed by the Law of 7 May 1999 on games of chance, gambling establishments and player protection, which brought a comprehensive regulatory framework into force. Under this law, both land-based and online sports betting are only legal if operators hold the appropriate licences. Individuals may only participate in authorised betting activities through licensed venues or websites overseen by the Belgian Gaming Commission (GC) (1).
The same legislation stipulates strict age and operational requirements. Operators must hold two separate licences—Class F1 to organise bets and Class F2 to accept them—and online platforms must be linked to a brick-and-mortar operator. Failure to comply can lead to criminal sanctions, fines or site blocking measures enforced by the GC (2).
"In zo'n geval moet de exploitant beschikken over een zowel een vergunning om kansspelen in de reële wereld aan te bieden als over een extra vergunning om de spelen online te mogen aanbieden. De deelname aan kansspelen via internet – met uitzondering van weddenschappen – is verboden voor personen onder de 21 jaar. De deelname aan online weddenschappen is verboden voor minderjarigen."
Belgium also maintains a “white list” of approved betting sites and a “black list” of unauthorised operators. The Gaming Commission regularly updates these lists to protect consumers from illegal providers and to ensure that all licensed operators comply with strict standards on responsible gambling, advertising, and financial transparency (2).
