Sports betting in Albania is regulated under Law no. 155/2015 “On gambling in the Republic of Albania,” enacted on December 21, 2015. The legislation defines sports betting as an authorized category, subject to licensing by the Gambling Supervisory Authority and compliance with age and location restrictions (1).
Recent amendments introduced by Law no. 18/2024, published in the Official Gazette on March 12, 2024, lifted the five-year prohibition on sports betting and specified that it may only be offered online under licenses issued by the Gaming Authority (2).
"The Gambling Law lifts the ban on sports betting activities that was imposed in 2019 and allows them to operate exclusively online, subject to a license issued by the newly established Licensing Commission under the Gaming Authority." (2)
Under the amended framework, only ten online sports betting licenses will be granted through a competitive process. Eligible operators must be joint-stock companies registered in Albania with a minimum share capital of 40 million ALL, demonstrate at least three years of experience in EU/OECD jurisdictions, and commit to funding a special protection fund for players (2).
